Is the WhatsApp API Free? What Is Free and What Is Not in 2026

WhatsApp API Pricing

Is the WhatsApp API Free? What Is Free and What Is Not in 2026

Short answer: no, not entirely. Meta has billed most WhatsApp Business Platform messages per message since July 1, 2025, but a specific list of message types, windows and limits genuinely cost nothing. This page lists exactly what is free on the WhatsApp API in 2026, what still costs money, and what changed on October 1, 2026, when Meta started billing service messages again beyond a monthly free tier.

  }
});
pricing.billable: false -> not charged by Meta
The Short Answer

Is the WhatsApp API free?

No. Getting access to the WhatsApp API is free, but sending most types of messages through it is not. What is free depends on the message type, the window it is sent in, and, since October 1, 2026, a monthly allowance of 1,000 free service messages per business phone number.
Three different things get confused under the same question, so it helps to separate them before going further.
Access to the API
Creating a developer app and a WhatsApp Business Account costs nothing.
Free
WhatsApp Business App
The consumer app you install on a phone. A different product from the API, and also free.
Free
Messages sent via the API
Some are free, most are billed. The line between the two is a monthly quota of service messages and the Free Entry Point window.
Depends
The rest of this page breaks that third box down message type by message type, including the free tier question, personal use, API keys, open-source alternatives, and what changed on October 1, 2026. For the exact rate card, by message category and by country, see our WhatsApp Business API pricing breakdown. This page focuses on the other side of that question: what genuinely costs nothing, under which conditions, and until when.

What's Free

What is free on the WhatsApp Cloud API in 2026?

Since October 1, 2026, four things are free on the WhatsApp Cloud API: API access, the first 1,000 service messages per business phone number each month, every message type during a Free Entry Point window, and template approval. Utility and authentication templates are now billed even inside an open service window. Here is the complete list, sourced against Meta's own pricing documentation.

Meta now lists only two cases where it does not charge. The first is the monthly free tier: each business phone number gets 1,000 free service messages per month, the non-template replies you can send while a 24-hour customer service window is open, and Meta bills from the 1,001st. The second is the Free Entry Point (FEP) window: it opens when a user messages you from a Click-to-WhatsApp ad and you reply, it can stay open for up to 7 days, and while it is open, marketing, utility, authentication and service messages are all free. Outside those two cases, every template is billed, whether a service window is open or not.

New Monthly Allowance

Is there a WhatsApp API free tier or a free message limit?

Yes, since October 1, 2026. Each business phone number gets 1,000 free service messages per month. Meta bills from the 1,001st service message, and the free tier covers service messages only: templates are billed from the first one.
Same number, different rule
The old "1,000 free conversations per month" belonged to the conversation-based model Meta retired on July 1, 2025. The October 2026 allowance looks similar but works differently: it counts service messages, not conversations, it applies per business phone number, unused messages do not roll over, and the counter resets every month at midnight in the messaging account's timezone. Without a payment method on the account, Meta stops sending service messages once the 1,000 are used.
A related but different concept is the messaging limit tied to your phone number's quality rating and messaging tier: a ceiling on how many business-initiated conversations you can send in a rolling period, which increases as Meta's system builds trust in your number. That is a sending-rate ceiling, not a free allowance, and the two get confused constantly. See our guide to WhatsApp API messaging limits for the full mechanism.
In short, two things now decide what is free: a counter, the 1,000 monthly service messages, and a window, the Free Entry Point window.
Personal Use

Is the WhatsApp API free for personal use?

The WhatsApp Cloud API has no separate personal pricing tier. What a personal-use integration costs depends on the same message types and windows covered above, not on whether the account is personal or a business.
There is no cheaper "personal" rate card and no separate free allowance for individual use: a reply sent from someone's own number inside an open service window counts against the same 1,000 free service messages per month that apply to any business phone number. For how to connect a personal or existing WhatsApp account to an integration in the first place, see our guide to use the WhatsApp API with a personal account.
Access Tokens

Is a WhatsApp API key free?

Yes. Getting an access token or API key for the WhatsApp API costs nothing. What is billed is not the key itself, it's the messages you send with it.
This is a common point of confusion for developers new to the platform: a WhatsApp API key, access token, or permanent token is a credential, not a purchase. Meta issues a temporary test token when you first set up a developer app and a WhatsApp Business Account, at no cost, so you can send test messages to a short list of verified numbers before going live. Billing only starts once you send real messages outside the free conditions covered in the section above. In short: holding a key is free, using it is what gets priced.
Sending For Free

Can you send WhatsApp messages through an API for free?

Yes, in two specific cases. Outside those two cases, sending a WhatsApp message through the API is billed.
Case 1A non-template reply inside an open 24-hour service window, within the first 1,000 service messages of the month
Case 2Any message type except Meta Business Agent messages, inside a Free Entry Point window of up to 7 days
Here is a minimal example that sends a free-form reply while a service window is open, next to how to confirm, programmatically, whether Meta actually billed a given message. Every delivery status webhook Meta sends back includes a pricing object. Checking pricing.billable is the most reliable way to know, after the fact, whether a message you sent was free or charged, most integrations never look at this field.
send-reply.js
// Free-form reply, service window open
await client.messages.send({
  account_id: accountId,
  chat_id: chatId,
  text: 'Thanks for reaching out, here is your update.'
});
webhook-payload.json
{
  "status": "delivered",
  "pricing": {
    "billable": false,
    "pricing_model": "PMP",
    "type": "free_customer_service",
    "category": "service"
  }
}
billable: false confirms Meta did not charge for this message. Once the number has used its 1,000 free service messages for the month, the same reply comes back with billable: true and type: "regular". For templates, category tells you which rate applied: utility, authentication, or marketing. For the full set of endpoints, templates and delivery statuses, see our guide to send WhatsApp messages with the API.

Open Source

Are free open-source WhatsApp APIs actually free?

The license is free, the risk is not. Free, unofficial WhatsApp libraries cost nothing to download and run, but they carry three costs that never show up on an invoice.
Number ban risk
These libraries connect by reverse-engineering WhatsApp's private client protocol rather than Meta's public API, which is against WhatsApp's terms of service. Meta can and does ban phone numbers it detects using this method.
No uptime guarantee
There is no service level agreement, no support contract and no roadmap commitment behind a free open-source client. When the library breaks, and unofficial clients break often, you are the one debugging it.
Maintenance follows every change
WhatsApp changes its private protocol without notice. A client that works today can stop working after the next update, and keeping it running becomes ongoing, unpaid maintenance work.
None of this makes these projects illegitimate as a category, plenty of small, low-stakes use cases run on them without issue. It does mean "free" only covers the license, not the operational cost of running unofficial software against a platform that was not built to be reverse-engineered. For a breakdown of how the official Cloud API, BSPs and linked-account APIs actually compare on cost and risk, see our guide to third-party WhatsApp API providers.

Free Trial

Is there a WhatsApp API free trial?

Meta itself does not offer a free trial of the WhatsApp Cloud API, there is no trial period to unlock. Free trials on the WhatsApp API come from the provider layer built on top of it, and they only ever waive that provider's own fee, never Meta's per-message charges.
This is the one rule the rest of the market rarely states plainly: a "free forever" plan or a free trial from a Business Solution Provider or a unified API cancels that provider's own subscription fee. It never cancels Meta's charge for a marketing, utility or authentication template, or for service messages beyond the monthly free tier. Anyone offering a WhatsApp integration "for free" is still passing Meta's per-message bill through to you the moment you leave the free conditions covered earlier on this page.
What's genuinely testable without paying: creating a developer app, requesting a temporary test token, sending messages to a short list of verified test numbers, and submitting templates for approval.
Unipile, honestly
Unipile offers a 7-day free trial, no credit card required, source Unipile pricing, verified August 10, 2026. After that trial, Unipile is a paid subscription like the rest of this layer, starting at 49 EUR (55 USD) per month for up to 10 linked accounts. The only free part is the trial itself.

2026 Update

What changed on October 1, 2026?

Meta updates its WhatsApp pricing only on the first day of a quarter. On October 1, 2026, it changed what is free on the platform: service messages are billed again beyond a monthly free tier, and utility and authentication templates are no longer free inside the service window.
Documented by Meta
What Meta's pricing documentation says
Service messages are billed again. Each business phone number gets 1,000 free service messages per month, they do not roll over, and Meta charges from the 1,001st.
Utility and authentication templates are billed at delivery, even inside an open customer service window. Meta now lists only two cases where it does not charge: the Free Entry Point window and the monthly service tier.
The rate card now has 47 markets, 39 countries and 8 regions, and Meta Business Agent messages, launched July 1, 2026, are billed per token in every window.

What to check in your integration
Three things to review after October 1, 2026
First, add a payment method to every messaging account: without one, Meta still sends service messages within the free tier but stops once the 1,000 are used. Second, watch the pricing.type field of status webhooks, it switches from free_customer_service to regular when a number starts being billed for service messages. Third, budget for flows that relied on free in-window templates, such as order confirmations or reminders sent while a conversation is open.

A Different Model

Is there a WhatsApp API that does not bill per message?

Yes. An integration that connects an account by QR code or pairing code, on behalf of the authenticated user, does not go through a WhatsApp Business Account and is not billed per message by Meta. It is not free either, it simply moves the cost to a different layer.
No WABA also means no Meta Business verification and no template requirement. What you pay instead is the provider's own subscription: on Unipile pricing, that is 49 EUR or 55 USD per month for up to 10 linked accounts, then tiered pricing per account beyond that, with unlimited API calls. Unipile is a paid service, its only free component is the 7-day trial covered above. See what the WhatsApp API costs with each provider type and the full WhatsApp Business API pricing breakdown.

Decision Table

Which WhatsApp API path is free for your use case?

It depends on what you are doing, not which provider you pick. Here is a free-or-not breakdown for six common use cases, with the trap to watch for in each.
ObjectiveFree path?What you pay anywayThe trap
Testing the API without a budgetYesNothing, using a test token and verified test numbersTest numbers are capped and not meant for production traffic
Prototyping an integrationMostlyFree-form replies inside a service window, up to 1,000 per number per monthAny template bills from message one, even inside the window
Responding to inbound support conversationsMostlyFree up to 1,000 service messages per number per month, billed afterA busy support desk passes the quota mid-month and pays from the 1,001st reply
Sending transactional notificationsNoUtility templates are billed at delivery, inside or outside a windowOrder confirmations that were free inside a window before October 2026 are now billed
Running outbound marketing campaignsNoMarketing templates are billed at delivery, alwaysThere is no free version of marketing messaging on this platform
Connecting your users' own WhatsApp accounts in a SaaSStructurally, yes, on Meta's sideA provider subscription instead of Meta's per-message rate"Not billed per message" does not mean the platform itself is free
None of these paths make the WhatsApp API a free product. They change who bills you, Meta, a provider, or both, and under what conditions.

Is the WhatsApp API free? Frequently asked questions

Six follow-up questions this page hasn't fully answered yet, without a table getting in the way.

Yes, and it is a different product from the WhatsApp API. The WhatsApp Business App is a free consumer app installed on a single phone and operated by hand. The API is a programmatic interface for software, with no app to install, following the pricing rules covered above. Downloading the app is free either way, sending API messages through software is what gets billed.

Yes. Meta does not charge for messages a user sends to you. Billing only ever applies to messages you send out, and even then, only outside the free conditions covered above: the monthly tier of 1,000 free service messages per number, or a Free Entry Point window.

Both. API access, the first 1,000 service messages per number each month and messages inside a Free Entry Point window are free. Marketing, utility and authentication templates, and service messages beyond the monthly tier, are paid. There is no single yes-or-no answer, the message type, the window and the monthly counter decide it.

Yes, for the parts developers actually need to get started: creating a developer app, requesting a temporary test token, and sending test messages to a short list of verified numbers all cost nothing. Billing only begins once you send real messages outside the free conditions described above, not at the development stage.

Not to obtain the number itself. Registering a phone number on the WhatsApp Business Platform is free. What triggers a charge is what you send from that number afterward: every marketing, utility or authentication template, and free-form replies once the number has used its 1,000 free service messages for the month.

No. No provider, official or unofficial, offers unlimited free WhatsApp messaging at scale. Meta bills per message outside the conditions covered above, unofficial clients carry the number-ban and maintenance risks covered earlier, and paid providers price or cap usage in some form. Treat any "unlimited free" claim as a sign to check the fine print.
